Russellville City Schools Cleared Annual Audit

When Russellville City Schools Superintendent Rex Mayfield retires in July, he'll leave the system in solid financial standing, as evidenced by another clean audit report received by the RCS Board of Education at its February 26th meeting.

The audit for fiscal year 2013-2014 was prepared by Watkins & Johnsey, P.C., a Florence CPA firm. Board members received the audit report Thursday from RCS Chief Financial Officer Lisa Witt.

Two minor discrepancies were noted. First, a leverage bond the system participates in with the State of Alabama had been refinanced as to one particular issue. Russellville City Schools had omitted a formal journal entry that had to be made relating to the refinancing and the omission was corrected.

The other discrepancy dealt with a randomly selected application for the free and reduced lunch program offered as part of RCS' Child Nutrition Program. With federal funding a major source of that program, auditors pull random samples of applications and one was found to be incomplete. Elaine Vaughn, Child Nutrition Program Director, followed up on the information in a timely fashion.

Overall, Russellville City Schools were found to be in solid financial standing with no other discrepancies.

“It was a good audit and we're very satisfied,” Witt said.

As for Mayfield's replacement, that process is moving forward with 13 applicants seeking to be Russellville's next Superintendent of Education. That number includes a mixture of in-system and out-of-system applicants.

The board is expected to meet next week to review application and determine which applicants will move forward to the interview process. An earlier timetable provided by RCS indicated interviews would be completed by March 16th.

In other action, the board:

--approved facility use requests for RHS Auditorium by First Baptist Church on March 14th for a community concert; RHS Fine Arts Center and RCS Auditorium April 3-4th by the RHS Band Department for the ABA District III Honor Band; RHS Facilities on August 15th by the RHS Majorettes for the Watermelon Run and RHS Facilities on September 26th by the RHS Band Parent Association to host the Tri-State Kudzu Klassic Festival of Bands.

--approved personnel moves including: Retirement in Position from Louvina Gross, JROTC Instructor, RHS, effective June 1st and Frankie Hammock, Principal, RMS, effective July 31st; Employment in Position from Teresa McGlaughn, CNP Worker Universal Breakfast, RES, Charlotte Townsend, Special Ed Aide and Leslie De Leon Rivers, ELL Aide; Employment in Supplement from Mark Keeton, RMS Yearbook Sponsor and RMS Robotics Team Sponsor, effective Feb. 1, 2015 and Joseph Cole, RMS Robotics Team Assistant, effective Feb. 1, 2015; Athletic Consultant for Bryant Bonds to be a pro consult for the RHS varsity football team. Bonds will be paid $1,500 for the 2014 season from the RHS Booster Club; Substitutes Linda Massey, Chris West and Gary Wayne Cummings, approval pending successful completion of bus driver class.

--approved a revision to policy manual by adding Policy 8.70, Management Information System, whereby the system is charge with managing and integrating an integrated system for educational management.

The Russellville City Schools Board of Education will hold its next regular meeting Thursday, March 19th, at 3:30 p.m., with a work session Monday, March 16th at 3:30 p.m.
