Pinkard to retire as Franklin County Litter Control Officer

After 25 years of service to Franklin County residents, including his long tenure as Franklin County Litter Control Officer, Adrian Pinkard’s retirement was approved by the Franklin County Commission at its September 21st meeting.

Pinkard’s retirement also meant the commission approved advertising for the position, as well as a Corrections Officer/Dispatcher in the Franklin County Sheriff’s Office.

The commission will hold a special meeting Wednesday, September 30th, at 8:30 a.m., at the Franklin County Commission Annex,to approve the budget for FY2026-27.

In other agenda items at its September 21st meeting, the commission:

—approved the lone fuel bid received from Tatum Oil Company, for $.149 over rack price for diesel and gasoline.

—authorized County Administrator Leah Mansell to prepare a financial statement for FY26 and to publish the same on or before December 31, 2026.

—approved an October 13th date for monthly work session at 5:30 p.m., and October 19th at 8:30 a.m., for the October business meeting.

—approved a contract with Southern Health Partners for FY26-27 inmate medical services in the amount of $270,730. This is an increase from the expiring contract for $258,817.

—approved the resignation of Lillian Self as Corrections Officer/Dispatcher in the Franklin County Sheriff’s Office and authorized advertisement for the same.

—approved both FMLA leave and catastrophic sick leave for FCSO employee Sherri Crowder.

—tabled the hiring of a Corrections Officer/Dispatcher.

—approved a contract for the coming FY26-27 with Franklin County Chamber of Commerce for services in the amount of $7,986.

—reappointed Bobby Bolton and Wayne King to the Scope 310 Board, Kevin Stone and Alan Rhudy to the NACOLG Loan Administration Committee, Susan Godsey to the Department of Human Resources Board and Levon Duboise, Brent Jeffreys and Jerry Groce to the NACOLG Board.
